Plenary Session: Setting the Scene: Challenges for industries to establish a Low Carbon Economy

 

Participants in the Delhi Dialogue Forum already singled out priorities for further work in the thematic area of sustainable energy use in Small and Medium Enterprises (SMEs) in the participating countries. This session will one the one hand present key results of the Delhi Forum. On the other hand it aims to build the bridge to the use of sustainable energies in larger industries with a special focus on the productive use of renewable energies. Accordingly best practice examples are at the centre of the introductory presentations.

Parallel Working Group Sessions: Lessons to be learnt for the establishment of a low carbon energy structure in large industries

 

During the afternoon session, participants will discuss how sustainable energy systems can successfully be established in small and medium as well as in large industries. The aim of the session is to identify key requirements in this regard that also earn further support by international climate and energy governance. To this end breakout groups will be formed to allow for intensive and inspiring discussions.

 

The sessions will be introduced by brief reflections on successful examples that have been compiled on the basis of the participants input before the Dialogue Forum. Among key aspects to be addressed are appropriate policy-measures and frameworks (power purchasing agreements, taxes, subsidies, environmental standards and trading systems) to push low-carbon technologies in industries. In addition, economic and technical favourable conditions for the implementation of low carbon energy concepts will be discussed.

Parallel Working Group Sessions: Defining key priorities for industries to contribute to a low carbon performance

 

In this morning session, participants will continue the discussions of the afternoon before and translate it into concrete policy recommendations aimed inter alia to inform the compilation of low carbon growth plans as part of the international climate change debate. The aim is to identify priorities how the specific role of sustainable energy use in industries should be addressed by such plans or strategies. The discussions should also reflect the specific circumstances of small, medium, large industries as well as the national contexts. Each group has to prepare a set of key priorities for the following discussions in the plenary.

Plenary Session: Drafting the Cancún Memorandum

 

In this plenary session, the results of the breakout groups will be merged into a drafting process for a Cancún memorandum. This memorandum should serve as an input of the Dialogue Forum participants for the following Conference of Parties 16 (COP 16) but also other processes relevant for international energy governance such as the newly established International Agency for Renewable Energies (IRENA). Each breakout group will present results of group discussions and outline how successful and sustainable performance of industries can be supported.

Plenary Session: The Way ahead for Dialogue on LCE

 

Based on the results of the discussions before, participants will summarize main insights from the dialogue forum. They will jointly make recommendations on how to conceptualize capacity building approaches to support transformative processes in their countries. Finally, suggestions will be formulated on how a future Low Carbon Dialogue needs to be designed to systematically translate the knowledge about specific framework conditions into action.

Low Carbon Industries: The Regional Dimension

 

Based on the two-day discussion of the group, the third day is dedicated to the transfer of results to the context of Mexico and Latin America. The participants will discuss in which way they could use the findings for promoting the move towards low carbon development pathways, with particular emphasis on different industrial sectors in Mexico and beyond. In addition, they will explore how capacity building approaches need to be conceptualised to support transformative processes. Discussions will combine the input from the international level with presentations of the current national and regional situation.
